“What are we measuring, and who owns it?”
Most KPI sets fail in one of two ways. Either they measure what is easy to count rather than what the organisation is actually trying to move, or they are genuinely good measures that nobody owns, so they are reported monthly and acted on never.
The discipline
A measure is worth keeping when you can answer four questions about it. What is it measuring, in units somebody else would recognise. What is the target, and on what basis. Which part of the system influences it, so that a bad number points somewhere. And who is accountable, as opposed to who is merely informed.
The last two are where most dashboards quietly give up. A measure with no route back into the system is a thermometer with no heating controls attached, and a measure with no owner is a discussion item.
How SOSX runs it
Because the KPIs are defined against the network, the influenced-by relationships are real connections rather than an annotation: a measure is linked to the systems and parameters that actually move it. You can define new KPIs with their targets and accountability, map RACI roles and influenced-by relationships across measures you already have, or run the full dashboard which does both and visualises the result.
It runs across the whole network or focused on particular nodes and domains, which matters when one directorate wants its own view without losing the connection to the enterprise picture.
What you get
A report carrying the summary, the detail on each KPI, the accountability matrix, the assumptions and method, and an interpretation of what the picture shows. It exports to PDF or Word, and because the measures are attached to the model, a later what-if or trade-off analysis can tell you what a proposed change would do to them.
